Rwanda and Germany Sign EUR 18 million Grant to Strengthen Inclusive Social Protection
Kigali, Rwanda – October 6, 2025: The Government of Rwanda and the Federal Republic of Germany, represented by the German Development Bank (KfW), today signed a grant agreement worth EUR 18 million (approximately FRW 30.5 billion) to bolster Rwanda’s inclusive social protection system. The grant will be implemented through the Local Administrative Entities Development Agency (LODA).
This financial support will enhance key components of Rwanda’s social protection initiatives, directly contributing to poverty reduction and resilience.
This grant will directly contribute to the core objectives of Rwanda’s flagship Vision Umurenge Program (VUP), which is central to the national strategy for accelerating the graduation of poor households from poverty.
Speaking at the signing ceremony, Minister Yusuf Murangwa of the Ministry of Finance and Economic Planning stated, “This grant from the Federal Republic of Germany through KfW is a re-affirmation to our shared commitment and partnership to invest in the well-being of the people of Rwanda”.
“Rwanda has shown that investing in its population leads to a meaningful reduction in poverty,” said the Ambassador of Germany to Rwanda, H.E. Heike Uta Dettmann. “Social protection has an immediate impact on the most vulnerable, and the project signed today is a joint step toward this goal.”
The funding will be channeled through LODA, the agency responsible for implementing social protection and community development programs at the grassroots level.
This partnership underscores a shared commitment to achieving sustainable development and inclusive growth for all Rwandans.
